The Blute-Fin occupies the center left and rises very high into the sky. The wooden construction, wings and flags oppose the dark mass of gardens and low buildings.
The second mill, smaller and slightly veiled, establishes depth. Below, fences, paths, shrubs and silhouettes describe the district from its less monumental slope.

Three observations specific to this painting
The low angle gives the main mill an almost architectural presence. Van Gogh balances this vertical with a large surface of sky and the horizontal movement of the fences in the foreground.
The black wings outline the framework of the sky
Their diagonals intersect in front of the clear clouds and enlarge the silhouette of Blute-Fin. The small sleepers remain visible like a graphic scale.
The second mill creates immediate depth
Lighter, smaller and placed near the right edge, it moves the horizon away without requiring a detailed perspective of the buildings.
